Summary
The Scottish Workforce Information Strategic System (SWISS)
Project Board was formed in early 2002.
Its initial remit was 'to commission a strategic system study
with the objective of identifying model(s) which have the
potential for addressing future workforce information requirements,
taking into account the capabilities, both existing and potential
of existing systems.'
The driving forces behind the board's establishment were:
1. The Directorate of Human Resources, Scottish Executive
Health Department
It was determined to secure more rapid access to and improvements
in the quality and quantity of workforce information available
in NHS Scotland, and
2. The National Payroll Steering Group
It was responsible for the development of the National Payroll
System and recognized the need to complement a national payroll
system with other systems which would meet operational human
resources needs and provide workforce information for purposes
such as workforce planning etc.
Progress of the board to date
i) Strategic systems study carried out by Caunce Consulting
and reported to project board in November 2002.
ii) Project Board issues letter to the service in January
2003, summarizing content of 'Caunce Report' and conclusions
of the Board regarding the way forward in respect of the:
- Interim solution - development of a common set of data
(core data standard) and creation of national workforce
information database (workforce information repository),
duration 1-3 years
- Longer term solution - procure an integrated/interfaced
HR/Payroll system for NHS Scotland; duration 3-5 years
iii) Implementation of measures to enable interim system
to be introduced which will in part address workforce information
needs:
- Core data set developed
- SchlumbergerSema commissioned to carry out work to develop
interim system (low cost) which will become available in
four phases during 2004/05
iv) Follow up report commissioned from Atos KPMG, providing
detailed cost estimates for the three alternative options
for providing an integrated HR/Payroll system for NHS Scotland
in the longer term identified in the 'Caunce Report'. This
included the development of an outline requirements specification
for an operational HR system.
v) Project Board issues letter to the service in April 2004
summarizing the content of the Atos KPMG Report and conclusions
of the Board regarding the way forward.
vi) Core data set issued to the service for consultation
in January 2004.
vii) Phase 1 & 2 technical capability delivered by SchlumbergerSema
in April 2004.
viii) Project Lead appointed in April 2004 to co-ordinate
and lead the implementation of the interim and long term solution.
ix) Full costed implementation proposal for phases 1 &
2 of the interim solution approved by the Board and submitted
to the Scottish Executive Health Department to seek funding
in November 2004.
x) Funding approved by the Scottish Executive Health Department
in December 2004.
xi) Project board issues letter to the service in December
2004 summarising the implementation plan and conclusions of
the Board regarding the way forward.
xii) A national database capable of holding over 60% of core
data set workforce information by established in September
2005 with input and reporting capability.
xiii) HR specification issued for consultation in June 2005
xiv) Following consultation comments work continues to finalise
the HR specification
xv) Core data set for phases 3 & 4 being developed for
consultation late spring 2006
Terms of reference
The Board was constituted by the Scottish Executive to take
forward a project to identify model(s) which could be developed
to provide a unified database of workforce information which
NHS Bodies in Scotland would use.
The project has progressed from the initial strategic systems
study phase into implementation phase. The focus is the provision
of system(s) which will address HR/Payroll/Workforce information
needs, irrespective of where the staff who will access these
system(s) are based.
